A federal judge says Texas is in violation of federal voter registration law. U.S. District Judge Orlando Garcia, whose court is in San Antonio, ruled Thursday that the state's handling of online voter registration is at odds with a 1993 "motor voter" provision. The law requires that Texans be able to register to vote when they renew or update a driver's license online. At present, the Department of Public Safety web site directs visitors to another web site, where they download and print a form to be filled out and mailed to the county registrar. Garcia found these extra steps in violation of federal law.
