More than half of the money the city of Dallas set aside to shelter the homeless from winter weather has reportedly already been spent. Winter doesn't start for another ten days, but October and November brought unusually cold weather to North Texas. As a result, shelters opened sooner than planned, including the convention center in downtown Dallas. The city had earmarked 200-thousand-dollars for temporary homeless shelters and has already spent more than half of it.
