There may not be a presidential disaster declaration for the October tornado outbreak in North Texas. The city of Dallas, one of several cities hit by the severe weather, calculated 45-million-dollars in uninsured damage. But FEMA's estimate is 30-million-dollars, or more than 8-million-dollars short of the threshold required to prompt a presidential disaster declaration. The city and Dallas County had been counting on the disaster declaration to release millions of dollars in federal public assistance from FEMA.
