Walmart is unveiling plans to honor the 22 people gunned down in El Paso in August. A permanent memorial will be built in the parking lot and emit a beam of light. A 30-foot tall Grand Candela will be built out of 22 aluminum arcs grouped together into one piece. They'll be see-through to look like candles. Construction is underway and expected to take four to six weeks. The store plans to reopen on November 14th.
