Texas voters will decide this fall on a proposed constitutional amendment about a state income tax. Proposition 4, also known as HJR 38, would amend the state constitution to ban the imposition of a state income tax. If the amendment doesn't pass, a state income tax wouldn't be created as a result, but it also wouldn't be prohibited. A yes vote for the amendment is a vote to prevent the income tax, while a no vote is a vote to leave the door open.
