A bill approved Monday night by the Texas House gives state authorities the ability to get tougher with unsafe day cares. The bill strengthens the regulations of the Texas Health and Human Services Commission and raises the fines that can be imposed on child care centers and homes that break the rules. The bill now goes back to the Senate, which approved it earlier.
