Democrat Gina Ortiz Jones says its not over until its over, and as far as she's concerned, it's not over.
News Radio 1200 WOAI reports Jones won't concede in her razor thin race against Republican incumbent Will Hurd for the 23rd Congressional district.
She says she will wait until provisional ballots, which are cast by people who don't present a legal photo i.d., as well military and overseas ballots are counted, before she concedes the race.
The vote totals bounced back and forth between her and Hurd as returns from the far flung counties in the massive district, which stretches from Stone Oak in north San Antonio to the El Paso County line, began trickling in.
Ortiz Jones was leading for a time, but then Hurd at the end held a lead of about 700 votes, out of more than 200,000 cast.
