A federal appeals court is upholding a Texas voter ID law. A panel from the New Orleans-based 5th U.S. Circuit Court of Appeals upheld the law requiring a photo ID, reversing a lower court decision. In a 2-1 ruling today, the panel said the new legislation contained "improvements for disadvantaged minority voters." Republican Texas Attorney General Ken Paxton hailed the decision as one that will help prevent voter fraud. Democrats attempted to block the measure claiming it's discriminatory.
