The Texas church shooter's name was  never put into a national criminal database after he was court-martialed  for domestic violence.  Shooter Devin Patrick Kelley was convicted of  domestic assault and shouldn't have been allowed to buy the weapons used  in the massacre that left 26 people dead yesterday.  An investigation  is being launched into the handling of the shooter's criminal records.   He served a 12 month sentence and was given a Bad Conduct Discharge from  the military.
