Mom in 'Chained Child' Case Gets Fifty Years

Remember the case from early last year where two young children were found behind a northeast side home, tied up in chains and with a dog leash?

News Radio 1200 WOAI reports Porucha Phillips, 34, won't be forgetting it for the next fifty years, because that's the sentence she received after pleading guilty to Injury to a Child - Serious Bodily Injury.

A neighbor in the 8100 block fo Chipping heard a child cry for several hours.When he investigated, he found two children, aged 3 and 4, in the back of a home, one restrained by a dog chain, the other tied up by the wrists.

Deputies found six other children inside the home, some less than a year old, all without adult supervision.

Phillips, who is the mother of the six kids inside the home, came waltzing in with a boyfriend an hour after deputies arrived.  The boyfriend and the mother of the two kids chained up outside, who Phillips said she thought was in California, but who in reality was in San Antonio, are awaiting trial.

The children were rushed to a hospital for emergency treatment, and are now in the care of Child Protective Services.

“What Porucha Phillips did to these children is beyond my understanding. Children are gifts from the Lord and should be treated as such. In the law, we call it a depraved heart and unfortunately there are others out there that have the same seared conscience,” said District Attorney Nico LaHood.

Phillips won't even be able to look at parole officer in the eye until the year 2042.
