The former Director of Communications and Public Affairs at FEMA Murray Goodman says federal agencies are on the cusp between response and recovery and have not fully moved into the impacted areas just yet.
They have brought in generators, blankets and cots and are poised to jumpstart recovery efforts once they get the okay. Goodman said a lot of people are currently in red cross shelters but hopes they soon could be put into hotels by FEMA.
At least one person is dead and more than a dozen injured in Rockport, Texas as Harvey continues to pound the state with heavy rain. Harvey has been downgraded to a tropical storm with maximum sustained winds of 70 miles-per-hour. Forecasters say prolonged rain is expected to cause catastrophic flooding.
