State Investigation Demanded into Murder of 15 Year Old Girl, Unborn Baby

A Texas state lawmaker today demanded a Department of Family and Protective Services investigation into the murder of Jennifer Delgado, 15, and her unborn child, who were shot to death March 6, allegedly by her former stepfather, who is also the father of the unborn baby, News Radio 1200 WOAI reports.

The man who shot the teen, who was nine months pregnant, then shot himself, but survived.. He's charged with two counts of capital murder.

Officials say the suspect, who is an illegal immigrant, may also be the father of a one year old child who was also in the girl's Babcock Road apartment, but was unharmed.

In a letter to DFPS Commissioner Hank Whitman, who is a former Texas Ranger commander, State Rep. Ina Minjares (D-San Antonio) demands an immediate investigation into the death, and the tangled circumstances that ed up to it.

"This is a formal complaint that I would like Commissioner Whitman to investigate." Minjares said,. "This should not be occurring in our community, and I encourage DFPS to look into ways that this appalling situation could have been avoided."

Officials have confirmed to 1200 WOAI news that the suspect, identified as Armando Garcia-Ramires, was arrested twice by immigration officials, but was released  back into the community.
