Two city council members want the San Antonio Water System to stop cutting off the water supply to apartment complexes that are behind on their payments. SAWS has either cut off or threatened to cut off the water at several apartment complexes over the past two months. City council members Marina Alderete Gavito and Jalen McKee-Rodriguez say the practice is unfair to tenants whose water bill is included in their rent. They want SAWS to consider ways to penalize delinquent landlords without punishing tenants.
