San Antonio officials are trying to convince South Siders that a two-mile zoning buffer around the Toyota manufacturing plant is a good idea. The proposed Industrial Compatibility Overlay District would restrict commercial and residential development around the plant. Existing residents could stay put, but new home construction in the area would be all but prohibited. The area within a mile of the plant would be zoned for industrial use, and out to a second mile would be zoned for industrial or commercial development.
