The City of San Antonio will be issuing criminal citations in some situations where someone is bitten by a dog. A memo issued this week says Animal Care Services will cite pet owners if their dog bites someone while not on a leash and not on the owner's property. Any dog deemed dangerous will also require an annual inspection. More details on the plan will be unveiled at a meeting on April 5th.
