A judge in Texas is ordering an independent review of the Santa Fe High School shooter. It's unclear what has changed in the four years since he was deemed mentally unfit to stand trial. The judge was asked about a potential change of venue, which could happen if the case goes forward. The gunman is charged with capital murder for allegedly killing eight students and two teachers at the campus outside of Houston.
