A San Antonio police officer who shot and killed a 13-year-old boy last June will not face charges. A Bexar County grand jury no-billed Officer Stephen Ramos on Thursday. Andre Hernandez was behind the wheel of a stolen car when he rammed a police cruiser on War Cloud Street near Pearsall Park. Ramos opened fire on Hernandez, who later died at a hospital. The teen suspect had been arrested last April in Kinney County for evading arrest and seven charges of human smuggling.
