President Biden is announcing federal funding to help Puerto Rico recover from catastrophic damage caused by Hurricane Fiona.
He recognized those lost, as well as roads and bridges washed away, crops decimated, and communities destroyed while many lived without power for days.
Biden pledged to ensure Puerto Rico received the funding it needs after similar struggles following Hurricane Maria in 2017.
Addressing Trump-era failures, he said the territory hasn't "gotten the help in a timely way" in the past.
He noted that he approved the emergency declaration before the storm made landfall to make sure funding went through on time.
