Texas Democratic Congressman Henry Cuellar is declaring victory in his primary runoff against a progressive challenger. Cuellar released a statement late Tuesday night announcing that he won the election over Jessica Cisneros following reports he is leading by less than 200 votes with almost all of the ballots counted. However, the race has yet to be called. Cuellar, known as one of the most conservative Democrats in Congress, is seeking a tenth term in office.
