The mother of two toddlers found tied up in a duplex says she first heard about it on the news. The children's mother, identified only as Isabella, says Child Protective Services had earlier taken the children from her and placed them in a foster home. Someone who was supposed to be caring for the children apparently tied them up, and Isabella says she wants to know how it could have happened.
