A Democratic state representative from San Antonio is back in Washington, D.C., after fleeing Texas a second time. Rep. Philip Cortez says he returned to Austin last week to start discussions with a group of Democrats on how to improve an election integrity bill. But Cortez says little progress was made on House Bill 3, so he's rejoined the other Democrats in DC. The Democrats claim the bill suppresses votes cast by minority voters.
