The Electric Reliability Council of Texas is insisting they were as prepared as possible before the winter storm hit Texas. CEO Bill Magness says the state's power grid manager knew there might be issues with supply, but things got bad when supply dropped even further. He says ERCOT protected Texas' grid from catastrophic damage by asking for rolling outages. The outages could continue through Wednesday.
