Governor Greg Abbott and wife, Cecilia, mourn the death of her mother, Maria De La Luz "Lucy" Phelan. Phelan died late Saturday at age 86 while surrounded by her family. In a statement, Abbott says he is heartbroken over the death of his mother-in-law he called his "suegra" whom he has known for many decades. Abbott says Lucy loved everyone and will be greatly missed by he, Cecilia and their daughter Audrey. Cecilia Abbott is the state's first Hispanic First Lady.
