Utah Governor Declares State Of Emergency As Protests Flare Up

Utah Gov. Gary Herbert has declared a state of emergency after a new wave of protests flared up in Salt Lake City.

Protests erupted this week after authorities declared that the death of Bernardo Palacios Carbajal, who was shot and killed by police in May, was justified.  

Protesters reportedly broke windows at the district attorney's office, disrupted downtown traffic, and used pepper spray on police officers.
