What really exploded in Russia?

Russia says an international organization set up to ensure a ban on nuclear tests has no business investigating a military testing accident earlier this month. The accident is believed to have been some type of explosion involving a nuclear-powered missile. It killed several employees of Russia's nuclear agency and caused a radiation spike. But radiation monitoring stations went offline soon after the explosion. Earlier today, Russia told the Austrian-based Comprehensive Nuclear Test Ban Treaty Organization that sharing radiation data is strictly voluntary.
