The head of the state's child welfare agency says he plans to retire at the end of June. Hank Whitman made the announcement on Tuesday that he'll be stepping down after three years in charge of the Texas Department of Family and Protective Services. Gov. Greg Abbott appointed Whitman, a former Texas Ranger chief, in 2016, when the agency was troubled with deaths of foster children and a high rate of caseworker turnover. Whitman's tenure was to end in September. He didn't explain his early departure.
