Lawmakers say they've reached an agreement in principle on a border deal that will avoid another government shutdown. Republican Senator Richard Shelby of Alabama wouldn't comment on the details of the arrangement, and indicated that more work has to be done. Legislators faced a deadline at the end of the week to reach a deal or risk another shutdown.
