President Trump says there is a good chance he will declare a national emergency at the southern border. At the White House today, Trump hinted that he could do it during the State of the Union address on Tuesday night. Trump advised reporters to pay close attention to the big speech and said it will be very exciting. An emergency declaration could allow Trump to divert Defense Department funds for border wall construction. He insisted that he would be on solid legal footing if he follows through on the threat.
