President Trump says terms have been reached on a three-week spending deal to end the partial government shutdown that's lasted for more than a month. In comments in the Rose Garden, Trump remarked that he has powerful "alternatives" he could bring to bear in the struggle over border security, but he's not using them now. He thanked federal employees for their perseverence.
