West Virginia has become the second U.S. state to outlaw almost all abortions since the Supreme Court overturned Roe v. Wade.
Governor Jim Justice, who signed the bill into law on Friday, says the move "protects life" by making abortions illegal in the state.
While the law makes exceptions for medical emergencies and victims of incest and rape, those victims are required to file police reports within 48 hours of being sexually assaulted and must get their pregnancies terminated within the first eight weeks.
It also establishes a prison sentence of three to 10 years for anyone who performs an unauthorized abortion.
"I said from the beginning that if West Virginia legislators brought me a bill that protected life and included reasonable and logical exceptions, I would sign it," Justice says. "And that's what I did today."
