A divided appeals court in Texas is ending a mandatory shutdown in one of the states hotbeds of coronavirus infections.
The two-to-one ruling of the Eighth Court of Appeals voids the mandate on non-essential business and a nightly curfew in El Paso.
El Paso County Judge Ricardo Samaniego had issued the mandates because of a severe outbreak there.
The head of the El Paso chapter of National Nurses United said the morgues are full and there's a backlog of corpses.
The mandate set occupancy limits at 50%, said restaurants must close dine-in services by 9 p.m., limit gatherings to ten people, bars remain closed and masks are mandatory in public.
