Hawaii University sends email with information about nuclear attacks

The University of Hawaii has sent an email to students with the subject line "in the event of a nuclear attack." The email asked students and faculty to be aware of emergency sirens and to follow instructions on "sheltering in place." According to experts, an Intercontinental Ballistic Missile (ICBM) tested by North Korea has the capability of reaching Hawaii and Alaska.

Do you think the university is overreacting by sending the email?
