Biden called the 83-year-old liberal justice a “brilliant legal scholar” and a "beacon of wisdom" on the U.S. Constitution. Breyer waxed nostalgic about his time on the bench and his hopes for the nation in the future. He plans to step down in June. As for Biden, he vowed to keep his commitment to selecting the nation's first Black woman to the Supreme Court. He said his choice will be a “person of extraordinary quality, character and integrity.” Biden also said he’ll announce his decision by the end of February.
