Texas House Speaker Dade Phelan says he opposes the use of taxpayer money to pay Attorney General Ken Paxton's lawsuit settlement. Phelan said on Wednesday that he doesn't expect the settlement of more than three-million-dollars to be included in the House budget this session. He said it's up to Paxton to try to convince enough House members that it would be a "proper use of taxpayer dollars." Last Friday's tentative agreement calls for Paxton to pay the settlement to four former employees who filed a whistleblower lawsuit.
