Texas Appeals Court: Harris County Mask Mandate Can Stay

A Texas appeals court is ruling in favor of Harris County's mask mandate. Judges also ruled the Texas Disaster Act does not give Governor Greg Abbott absolute authority to preempt local government orders. Abbott has issued multiple executive orders banning cities and counties from establishing COVID restrictions including face covering requirements.
