The federal government is offering 31 million dollars to victims of the Sutherland Springs church massacre. The offer is less than 10% of the 400 million dollars the families asked for in federal court. Closing arguments began this week for the shooting that killed 26 people and wounded 22 others in 2017. In July, a federal judge ruled the government was 60% responsible for the shooting. The gunman assaulted his wife while in the Air Force, but the military failed to report it to a federal gun-buying database.
