Texas House Does Not Pass Election Legislation After Democrats Walk Out

Texas will not pass sweeping election reform this legislative session. The state Senate approved a bill early Sunday morning, but the House was unable to put it to a final vote before the session ended at midnight. In an attempt to stall the vote until time ran out, House Democrats exited the Capitol in the final hours, leaving representatives without the two-thirds quorum needed.

Governor Abbott said he is deeply disappointed the bill was not passed, but he plans to add election reform to the special session later this year.

"I declared Election Integrity and Bail Reform to be must-pass emergency items for this legislative session. It is deeply disappointing and concerning for Texans that neither will reach my desk," said Abbott. "Ensuring the integrity of our elections and reforming a broken bail system remain emergencies in Texas. They will be added to the special session agenda. Legislators will be expected to have worked out the details when they arrive at the Capitol for the special session."
