San Antonio Water System officials are explaining why they didn't act on a consultant's recommendation in 2015 to buy generators for water pumping stations. In last month's power outages, the stations couldn't pump water to customers. SAWS Director of Operations Steven Clouse says backup generators might have helped, but they cost millions of dollars each. The SAWS board says it could cost up to $800 million to power the city's 80 water pumps with generators. The cost of buying and running the generators may also have to be passed on to customers.
