Trial Starts In Lawsuit Against Feds Over Release Of Harvey Floodwaters

A trial is underway for a lawsuit against the federal government over damage caused by Harvey's floodwaters. Homeowners and businesses in west Houston claim the U.S. Army Corps of Engineers deliberately flooded private property around the Addicks and Barker Reservoirs after the storm. The plaintiffs say the government used private property for the storage of flood waters, and therefore owes just compensation under the Fifth Amendment. The Justice Department says the flooding doesn't meet the threshold for payment.
