EXCLUSIVE: SAPD Plans Top-to-Bottom Review of Investigative Units

Stung by a scandal involving more than one hundred cases that were not investigated by the San Antonio Police Department's Special Victims Unit, San Antonio Police Chief William McManus today will announce plans to conduct a top to bottom review of investigative units within every bureau of the SAPD, News Radio 1200 WOAI reports.

The departments under scrutiny will include Homicide, Financial Crimes, Robbery, Vehicle Crimes, and Covert Units, as well as SVU.

"In initial discussions surrounding SAPD's investigative processes, we have identified clear steps we can, and wll take," McManus said in a memo on he topic obtained by 1200 WOAI news. 

 McManus said the goal is more transparency in investigative operations.

"I will direct that changes be made to SAPD's website that will instruct the public on reporting crime, and what can be expected once a report is taken.  I will also create a PSA to inform the public of the Department's investigative process."

A detective was fired and other supervisors reassigned after the failures were reported in the SVU last month.

McManus didn't say whether the changes that will be recommended by the investigations will result in personnel changes.

He says the goals of the reviews are: "To enhance the current standard operating procedures, increase efficiency, oversight, and accountability at all levels, and to restore, build, and maintain trust and confidence in the Police Department's investigative capacity."

The reviews are expected to be completed by mid-December.
