Houston Police Chief Troy Finner is out as head of the Houston Police Department amid a suspended cases scandal. Finner sent a letter to Mayor John Whitmire announcing his retirement late yesterday. The move comes the same day there were reports of emails surfacing showing Finner knew about a "lack of personnel" code dating back to 2018. The department had earlier admitted that code was used to suspend 264-thousand incident reports, including more than 4,000 sexual assault reports dating back to 2016. Finner issued a statement last night saying he never meant to mislead anyone and has no recollection of the email. Mayor Whitmire has appointed Larry Satterwhite as acting chief. Satterwhite was the Executive Assistant Chief.
